apparently Roos is the person's name (not Roo). I found Roos maneuver on google, and also I see some type of Roos equipment listed in my Stedman's Neuro book. So, the nonpossessive form would be Roos.
Adson also just follows the normal/new rule not to use the possessive form.

someone asked, and billybob said either way is correct with Homans. Since the guy's name was Homans, I don't use the apostrophe at the end. I do it as Homans sign, and Stedman's Ortho has it as Homans sign.
